Welcome to our Forum. The exposure you describe is not an exposure that PEP is recommended for. In fact the risk for HIV from the exposure you describe is miniscule. Your partner told you he did not have HIV and most people tell the truth. Even in the unlikely situation that he did have HIV the risk for HIV from performing oral sex on an infected partner is very low- it is estimated that infection occurs in fewer than 1 in 10000 unprotected acts of fellatio with infected partners (i.e. like performing oral sex on an infected sex partner once daily for 27 years). If I were you I would not worry. Your aphous ulcer does not change your risk or may assessment.
